BTY’s Independent Certifier and Payment Certifier team on the biggest P3 project in Canada, the CAD$5.3 billion Eglinton Crosstown LRT (ECLRT), has the two-fold benefit of experience from project leads Joanne Henson and Lionel Dore to ensure the P3 is being delivered per the specifications of the Project Agreement on behalf of the Authority, Metrolinx, and the private sector consortium Crosslinx Transit Solutions.

Joanne Henson is a pioneer in the Canadian P3 market for developing the Technical Advisory and Independent Certifier roles that support infrastructure delivery. With more than 25 years of industry experience, she has successfully advised on more than 30 P3 projects in sectors including transportation, health care, education, judicial and security facilities, recreational, and water infrastructure.

Joanne successfully led BTY’s Technical Advisory and Independent Certification teams on Ontario’s first generation of P3 projects, which included the Niagara Health System, the Bridgepoint Health Redevelopment, the Ontario Provincial Police Modernization and the Women’s College Hospital. She is also renowned for her project adjudication expertise in the roles of mediation and dispute resolution. Her rich history of experience with the Province’s P3 model is a vital component of BTY’s service delivery for ECLRT.

Lionel Dore brings more than 30 years of experience across North America, Europe and the Middle East with expertise in construction phase monitoring, risk management and cost control. He has advised on numerous multibillion-dollar development and infrastructure projects in transportation, arts and entertainment, and residential and commercial sectors. In addition to supporting BTY’s team on ECLRT, Lionel leads the firm’s Construction Phase Monitoring on the USD$4 billion LaGuardia Airport Central Terminal Building project, the largest aviation P3 in North America.

The ECLRT project comprises a 19km light-rail line with 25 stations and stops as well as a 10km underground portion through one of the city’s most congested and built-up corridors.
