Penny Phelan is a senior leader within BTY’s Project Management practice, bringing over two decades of experience delivering complex capital projects for institutional and public sector clients across Canada. As a trusted advisor to government agencies, healthcare providers, academic institutions, and housing organizations, she plays a pivotal role in shaping and advancing BTY’s Project Management offering.
Penny is responsible for driving the strategic growth of the firm’s Project Management portfolio and the evolution of service delivery across key sectors. She has been instrumental in expanding BTY’s presence in healthcare, education, long-term care, and housing—leading multidisciplinary teams on projects that demand rigorous governance, project controls, stakeholder alignment, and accountable delivery outcomes. Penny has overseen large-scale institutional projects, providing senior leadership to project teams responsible for budget management, master scheduling, procurement, stakeholder engagement, and construction coordination. She is known for embedding seamlessly within client organizations and leading integrated teams that protect project objectives while maintaining transparency and accountability.
Her portfolio spans the full lifecycle of major capital programs, from early planning and procurement strategy through to construction and completion. Penny brings particular expertise in navigating complex regulatory environments and funding frameworks and is highly experienced in a range of delivery models including Design-Bid-Build, Construction Management, and AFP/P3 structures. A Project Management Professional (PMP) with advanced training in construction law and healthcare facility standards, Penny combines technical rigour with a pragmatic, client-focused approach.
