BTY Infrastructure Advisory has appointed four Directors to strengthen its senior advisory bench across transit and transportation, power and water, independent certifier and compliance services, and the Quebec market.

The appointments respond to growing demand from lenders, sponsors, developers, and public authorities for technical advisory depth on increasingly complex infrastructure programs across North America.

Emmalee Ast, Matthew MacLean, Sean Mooney, and Martin Huang collectively bring decades of experience advising on capital projects spanning transit, aviation, healthcare, energy, and social infrastructure, across delivery models ranging from traditional design-bid-build to P3 and alternative financing structures.

Emmalee Ast — Director, Transit & Transportation

Emmalee Ast leads BTY’s transit and transportation advisory across North America. A civil engineer who has driven the firm’s expansion into the U.S. market, she has advised on more than 40 major infrastructure projects spanning transportation, aviation, healthcare, and education since joining BTY in 2021. She established BTY’s New York City presence and has delivered technical due diligence on landmark assignments including the redevelopment of John F. Kennedy International Airport’s Terminals 6 and 7. Her cross-border experience positions her well to support lenders, sponsors, and authorities navigating large-scale transit and aviation programs in both Canadian and U.S. markets.

Matthew MacLean, P.Eng., PMP — Director, Power & Water

Matthew MacLean leads BTY’s technical advisory in the power and water sectors. With industry experience that includes a portfolio spanning Canada, the United States, Europe, the Caribbean, the Middle East and Asia, he advises clients and lenders on project design, construction, budgeting, scheduling, and regulatory compliance for energy generation and utility assets. Since joining BTY in 2023, he has become a central figure in the firm’s technical due diligence and risk analysis practice, supporting financial close processes and ongoing construction period monitoring on energy and utility transactions. His appointment reflects the growing demand for independent technical advice across energy transition and water infrastructure renewal.

Sean Mooney — Director, Certifier & Compliance Services

Sean Mooney leads BTY’s independent certifier and compliance services for complex Alternative Financing and Public-Private Partnership projects. With more than a decade at BTY since joining in 2014, he has led Independent Certifier mandates on multibillion-dollar developments across North America in healthcare, transportation, justice, education, and mixed-use sectors. His work in construction monitoring, contract compliance, and dispute resolution has been instrumental in protecting on-time, on-budget delivery on programs with intricate stakeholder structures. His appointment reinforces BTY’s role as a trusted independent advisor to public authorities, project companies, and lenders on P3 and alternative delivery programs.

Martin Huang, P.Eng. — Director, Quebec Region

Martin Huang leads BTY’s infrastructure engagements in Quebec. A licensed professional engineer with the OIQ and fully bilingual, he brings more than 16 years of experience in engineering, technical advisory, cost management, and project certification. His Quebec portfolio includes major hospital developments, transit and transportation infrastructure, and long-term care facilities, where his work in construction phase monitoring, technical due diligence, and payment certification has supported rigorous compliance and active risk management for sponsors and public sector clients. His leadership strengthens BTY’s ability to serve clients across the province’s expanding pipeline of healthcare, transit, power and renewables, and municipal infrastructure.
